Take some wooden lolly / craft sticks

Some penguin toppers

Colour them in, I used permanent markers but you can paint them

Attach the penguin using strong adhesive, I used two penguins per stick

I then used peel offs to decorate the stick

When dry, I popped into a cello bag and added a topper
